ABOUT THE APS ADVISORY BOARD
The APS Advisory Board is a volunteer-led, non-profit 501(c)(3) organization dedicated to supporting the Adult Protective Services (APS) Program in the Permian Basin region. Our mission is to enhance the quality of life for older adults and individuals with disabilities by raising awareness, advocating for resources, and collaborating with community partners.
The APS Advisory Board plays a crucial role in supporting the APS financially by raising funds, educating the community about elder abuse, and fostering partnerships with local organizations that donate time, resources, and support to APS’s cause.
The board organizes fundraising events like our Festival Of Trees event, seeks donations from local businesses and community members both online and in person, and collaborates with partners to secure grants and sponsorships that help cover costs not funded by the state.
The board organizes awareness campaigns, educational workshops, and community events to inform the public about the signs of elder abuse, prevention methods, and how to report suspected abuse.
APS seeks partnerships with local businesses, healthcare organizations, law enforcement, and other nonprofits that can provide financial, volunteer, or resource-based support to combat elder abuse and assist victims.
No, the APS Advisory Board focuses on fundraising, community education, and forming partnerships. Direct care for victims of elder abuse is handled by APS Specialists and other community agencies.
The APS Advisory Board is committed to using all funds efficiently and in alignment with our mission. To maintain trust and transparency, financial reports are available upon request. To request a report, please email info@permianapsboard.org.

Heather Kincaid is employed in the Pharmaceutical Sales Industry with past employment as Administrator for a local Home Health Agency. She has extensive knowledge and experience in serving and supporting the senior population. Heather is passionate about educating the community on the various services and programs available to seniors. She has been a dedicated member of the APS Advisory Board and also served on the Alzheimer Association’s Education Conference committee for five years.
Heather and her husband, Marshall, moved to Midland in 2014 from the Houston area. They have three young boys who keep them busy and bring endless joy to their lives.

Janet Kincaid is an active Realtor Associate with The Doss Team in Midland and has held a position on the MLS Committee of PBBOR for the past 3 years. As a member of the Advisory Board, Janet has a strong desire to bring awareness to the needs of the elderly and disabled within the Permian Basin along with the services available through Adult Protective Services.
Janet and her husband, Bobby, are active members at First Baptist Church - Midland where they joined in 2012 after moving from Sugar Land, Texas. They have three grown children and five grandchildren.

Melissa Holbrooks serves as Healthcare Administrator at Manor Park Continuum of Care Retirement Community. She brings a gift of organization and order to the Board along with a lot of energy. Melissa has a Masters Degree in Social Work from Texas State University.
Melissa lives with her husband in Midland; they enjoy gardening and spending time with their dog.

Jean has worked for 35 years for a nonprofit, Spectrum of Solutions, (formerly MARC) first as a receptionist, then as the secretary to the executive director and finally as the Marketing and Development Director. Since 2017, Jean has been the secretary in the Institutional Advancement/Midland College Foundation office where she is involved in the events that the Foundation hosts four times per year. She has been a member of the Rotary Club of Midland for 23 years where she has loved participating in service projects and meeting Rotarians from all over the United States and abroad.
Jean has lived in Midland since 1961, has 2 adult children, 4 adult grandchildren, 1 adorable great grandbaby and a sweet little rescue dog named Max.

Kathy Bacon was born and raised in West Texas and has lived here the majority of her life. She is gifted in many areas, is especially creative and works tirelessly to use those gifts in her community She has taken a leadership role on the APS Advisory Board, focusing her energies on fundraising. Kathy feels it brings her great joy to be able to get involved in helping others in need. She truly believes the gifts and skills God bestows upon a person should be shared with others or they will have been wasted.
Kathy and her husband Tommy live in Andrews. They have 3 adult children. Kathy claims her biggest blessings call her "Nana."

A resident of the Permian Basin for over 40 years, Jannine was recently with the Texas Department of Family and Protective Services as a Rainbow Room Coordinator. Now retired, she is once again substituting for the Ector County ISD – her previous employer. While a part of Permian High School’s teaching staff for 22 years, she also served in other roles, including a stint on the Campus Improvement Team. In addition to her time with the state and the school district, she also worked in the accounting and banking arena and currently serves on the Supervisory Committee of Complex Community Federal Credit Union.
Jannine grew up in a small North Dakota town on the Canadian border. Service to the community was something expected and enjoyed – also a necessary thing in school activities, etc. with a relatively tiny population. These past four decades have seen her involvement in Jaycees, The American Institute of Banking, Business & Professional Women, Pilot Club, Beta Sigma Phi, Catholic Charities, and her parish council as well as other volunteer endeavors. She hopes to continue to ‘make a difference’ as part of the APS board.
Marci Leffler is the Community Engagement Specialist for Adult Protective Services. She works in 101 counties in Texas, including the Permian Basin. Marci has been with the Department of Family and Protective Services for 10 years, as a Community Engagement Specialist. Marci serves as the liaison between the Board and the APS staff. She believes that community support makes a world of difference for the vulnerable and elderly adults that APS serves. In her work, she strives to make community connections that will assist APS as they work with clients that are abused and/or neglected. Community surrounding these vulnerable adults with care and support improves their quality of life. It is Marci's goal to not only bring elder abuse awareness to the community, but also to help develop strategies that get the community involved with this population. Marci lives in Odessa with her husband.
